A message dated June 28, 2002, was received stating the Governor has                                
signed the following bill and is transmitting the engrossed and enrolled                            
copies to the Lieutenant Governor's office for permanent filing:                                    
                                                                                                    
      HOUSE BILL NO. 447                                                                            
      "An Act relating to the interest rates that may be charged on loans
